This has the makings of a very good idea - social housing on the Costas. The Spanish may appreciate the income and flights are cheaper than central Africa.

No need for winter fuel allowance, property cheaper than the UK, relieves the UK health service of the most needy.

Unlike Rwanda which prompted protests and wasted loads of court time, older folk may form an orderly queue, possibly paying the premium for speedy boarding, to get out of the country.
