Eric, there are two separate Microsoft Surface tablets; Surface RT runs Win RT on a Tegra 3, but the Surface Pro runs full Win 8 on an i5, which I'm pretty sure is native PC code. But as I said, I've only played with a Pro for a few hours, not used one in anger, and I didn't try running desktop apps on it, though it is supposed to be capable of it.
Re iPad photo import, not doubting you, but I'm sure the iPad supports RAW, though I haven't used it myself recently < runs off to check > yes, from Apple:- "Tech Specs
iPad and the Camera Connection Kit support standard photo formats, including JPEG and RAW, along with SD and HD video formats, including H.264 and MPEG-4...."
