Yup, facing is important if you want accurate results to grind tools. I bought a very cheap greyish "lump of rock" looking thing, and accurate oblong, and it does just as well at wheel dressing as the much more expensive "star wheel" thingy I inherited from my Dad.
Bushing's a good idea and doesn't have to be dead-on accurate for a hand grinder, especially as you're going to dress the wheel after fitting it.
