I would like to erect a small fence on top of a brick wall.About a foot high. what is the strongest and best way to erect and fasten the wood to the brick?
 
If the fence is of any height and happens to be draught proof, then the slightest window against it can deliver quite a force to break the wall. Use fence posts tight against the wall and fix the fence to those. That way neither the fence nor the wall are dependant upon each other.

at last a question that i can help with ...... :) i have used the wall batten method and also the post anchor method which i think is aesthetically more pleasing when viewed from both sides . These will take a 4x4 post and i fix with long spax window anchors in the four corners ..they come in two varieties one with a corner bolt which tightens to keep the post in place and the other type which are internally ribbed so the ribs grab the post as you hammer home .
Don't forget to use a string line when fixing and space them equally say at 6 foot intervals and use a spacer off the wall (assuming its level) to ensure an equal gap underneath the panel or timbers.
wickes sell the anchors put i use kennings at goole who sell them at £5 each so if u have a big run it can get quite expensive....hope this all helps P.s post photos when done

BTW I thought Kennings in Goole was a Garage, perhaps that's history.
