Why do some replies offer a 'quick reply' but not others?

Why do some replies to a post offer a 'quick reply' but not others? They only offer the option to quote the original message. These then appear on the post but the 'quick reply' option doesn't, leaving me wondering if the message sender got the reply?

The quick reply button only appears in the last post of a thread, as you are replying to the entire thread not to a single post. The quote button is there for replying to or quoting a particular post in said thread.
