Cooking and even breathing create moisture.

LoL, point to it in the building regs where it says you can't use DPC or tape to isolate a steel beam from contact with mortar or plaster, which is resting on the internal leaf of a cavity wall, because it will rust.

I would take the advice of the "Institute of Structural Engineers" and have the beam painted.
