I worked it out in the end.. The main drive wheel has 2 grooves.. The smaller outer one and the larger inner one.
I was running the belt in the smaller grove and when I moved it, not only did the saw speed up, the speed control mechanism worked too.
So I just have to find out the purpose of the outer groove.. I am thinking that it changes the saw to a really low speed, perhaps for metal cutting?
