What's this spigot/pin thing?

Hi All,

is there a name for the metal spigot/bus guide and 'cup' on the attached picture? It's for a wool bobbin type thing. Could use a bearing and ground down screw thread, but this looks neater.

What’s the purpose of screwing the pin into the top part?

I’d normally recommend a shoulder screw for that, but it won’t do the same, but I also can’t understand why you’d do that

at a guess I'd say the middle section allows the reel to spin and eases the pressure on the thread
