I'd guess if the forum owner wanted to hack into the database he could read private messages. Moderators would not have that access.

Only the pm recipient can read the pm - neither us nor Charley can see them

I run a forum for another subject and it's quit an easy process to read PMs through the SQL tables on the server that hosts the software than runs the site via phpMyAdmin.

In phpBB you can download or write mods to view as plugins

Alternatively, a php script is simply written to pull the data off the SQL tables

What I did initially was to devise an encryption process that left private messages on servers in gobbledegook which then had to be decrypted. This worked fine until software kernel changes and phpBB upgrades meant I didn't have the time to continually update the mods.
 
So why do the PM's sit in your outbox for so long?
 
PMs stay in the outbox until the recipient has read the message, then it is transferred to the sentbox
