The reality is that scanning film/negs is hugely time consuming(think half an hour for each shot to do well) and the vast majority of people will quickly give up after a few days. You can speed things up with a scanner that automatically removes dust spots and with loads of ram to allow the scanner to run at it's maximum speed (16gb+), but it's really dull and boring.
Can any of the flatbed scanners do an adequate job on 35mm?
The Epson V750 is very well regarded, but not a cheap option.
The Canon 9000Fii and Epson V550 will do a reasonale job for many purposes.
a lashup with macro lens on the Pentax DSLR and some downspout tubing works at a pinch!
You might find this is actually the best approach and won't necessitate significant expenditure.

There are also a few businesses that will take all your photos and scan them for you at a cheap rate, based on cheap Indian labour. I've read good reports of the service, but it's not quick and personally I wouldn't want to send all my photos off to foreign country in that manner, YMMV.
 
Nikon users can download a free photo app Captuer NX-D which is what I use for
99% of my editing.
