Just tell everyone that they should wait until everything is 100% safe ie no risk of ANYTHING happening to anyone. See how long it takes for him to work out he shouldn't drive, get out of bed(oops, he probably doesn't do that very much) etc.
Anyone sensible should understand about risk and managing risk.
The only reason I'm working from home is that the contracts I'm dealing with have only just finished the tender process and will not start on site for a few weeks.
