My wife has commented that accessing Safari was rather slow. I checked and she has nearly 3000 cookies and I suspect that it is these that are slowing down the load time of Safari. So....

I can delete them all but is there any downside ?
 
Only downside is that you might loose saved member names and maybe passwords for regularly visited sites that use them. (phone company, utility supplier etc)

Don't know the details of Safari but with Explorer and Edge deleting them from within the windows environment has the option to retain any for sites that are linked in your Favourites listing but deletes all others.

General Disk Clean applications often only have the option to remove them all.
 
I don't know about Safari as I run Linux and use Firefox,but I can and do refuse to accept third party cookies.I also frequently flush all cookies away and since I have the option to remember passwords,they remain stored.No ill effects so far.
