Clarke 13" 325v not working

My Clarke 325V has stopped. When I checked the cable had been split, so I shortened, replaced plug and fuse, but still no joy. It did, for just a moment, spurt (very very slow) into life but then nothing. I've tried the reset, changing the fuse, checking the switch, connections inside but nothing. Any thoughts all pls? Thanks

Maybe the split flex could be symptomatic of other flex damage? Replace it?

Try and turn the spindle/chuck/faceplate by hand to make sure the spindle isn't jammed. If it helps turn it take the drive belt off the pulley.
Does it have a spindle lock that you have somehow engaged ? you may discover that if the spindle doesn't turn

Does the motor turn with the belt off?
If not sounds like a capacitor

This may sound so silly but has the trip on the lathe popped out it is a little black button
