Yes, but letting only the kids have access when they reach 18 with the parents having no say will mean bonanza time for the government as they blow it on booze, ****, cars (and therefore fuel) - tax, tax, tax... The risk for the government will be if they spend in drugs, unless of course, they've been legalized and taxed by then.

I haven't done the maths but the loss of the principle + tax on interest for 18 years probably works out to less than they'll make in taxes when it gets spent irresponsibly.
