Cheapest way is to "make do" with the biggest gouge you own,. or can get cheap second hand.

But, if you have a grinder and/or angle grinder, you should be able to buy and modify (as per Alf) a Stanley #51 or similar for around a fiver + lots of time.

Speaking of grinders, there was a guy on the TV that used a 4" grinder with a wheel that looked like a cup with bits out of the rim for shaping wood.
It was the guy making the table that looked like a hippo surfacing ie top of head above sheet of glass and body below which gave the support for the glass.
Just a thought. Don't know how much one of those wheels would be or how much material it removed at a time.
