I think in this context tote bag, box or similar means to contain anything useful at that time, this would also cover the tote bag containing womens essentials and everything else that some cart around, except, of course any money,

Toat will be a misspelling that got copied a few times and then documented. We are missing a trick here, if a carpenters plane has a special name for it's handle then there should be names for handles for our other tools. I'll go first:

Bunt - n. the handle for a wooden mallet
 
The 'clump'. For the head of the mallet.

Because my woodwork teacher used to say, 'I'll clump you with this mallet/hammer...' for any misdemeanour; such as chiselling towards our hands.'

Does he have to be small or can a handyman of average or large standing have one too, seem discrimatory if he can't :wink:
