Attaching wooden treads to concrete steps?

That is assuming the concrete is sound, and I've not yet seen steps with concrete solid enough to fix into. Most have any old crepe in the mix just screeded over.

Phil I agree, I am worried about using anchors alone because of this not just potential bumps in the concrete.

A hybrid polymer like stixall or ct1 should do the job nicely.
