Looking for recommendations please ......
I'd like a roll of something 'rubberised', maybe 3 or 4mm thick that I can roll out over a large workbench.
Needs to be resilient and not spongy, and ideally able to wipe down with soapy water (to clear dust, dirt etc).
Needs to 'stick' to the ply/melamine worktop and to the material placed on it.
This could be ply, melamine, or soft/hardwood.
 
The ability to 'roll out' and 'resilient and not spongy' would appear to be mutually incompatible objectives.

A roll of 3mm rubber sheet will roll. Whatever cutting mats are made of will be resilient but will not roll well.

Anything that approaches these specifications will not roll without some memory so will not go instantaneously and unproblematically from curved to flat.

As regards the apparent anomaly with 'resilient/spongy', I'm looking for something that can be loosely rolled up.
Perhaps a little like a yoga mat.

A yoga mat is an example of 'closed cell foam'. It is used a lot in the building industry as movement joint filler material. I mention that as building-related stuff is likely to be more economic.

I think foam has a 'hardness' rating (like rubber has a durometer reading). You could investigate what that is and see what options are available, including some sample pieces to see what best meets your needs.

3mm seems commonly available as sound-proofing for vehicles, but is mostly self-adhesive backed, which will not be useful to you.

Whatever you choose, it is not going to go from rolled to flat without the small end of the roll curling up a little.
 
If your local carpet shop still sales it ask about. “Flotetex” other wise to meat your spec’s
Now don’t laugh. The bath mats you put in baths/showers as anti slip.
Wish I known a week ago the local charity shop was salting bath/shower mats @£1.00 each
