working out how to fit out tool cupboards and draws?

How do people work out how to divide up draws and tool cupboards? Do you get all your tools out and measure them, just make it as big as you can and then fill it or is there a normal sort of pattern to follow?

Check the hight and make most of them as shallow as possible, deep draws are a a way to loose stuff DAMHIK
