I was browsing the Internet Archive for woodworking books when I saw "Roman Woodworking" by Roger Bradley Ulrich:

If I recall correctly, the Museum of London have some Roman tools. No planes I don't think.

That matches my recollection. Quite a variety of small tools such as chisels, and well presented in context with other finds. Free admission too!
