Warco Machine Base

Anybody use the Warco 'Mobile Machinery Base On Casters'?
Question--Can the base swivel 360 degrees? That is if it is standing to do a circular movement if required?
The reason I ask is many years ago I bought a machine base that goes in one direction only--and to turn I have to lift--not ideal!

If it is this one:

it has two fixed and two swivelling castors. That means it will steer like a forklift (or tractor with a single brake applied) and not a shopping trolley.

Buy two and make one into a shopping trolley and one into a drawer (forwards and backwards only).

Edit: thinking about it, a trolley with four swivel castors would have a turning circle of diameter close to the diagonal measurement between castors. Two fixed castors would have a turning circle of radius close to the diagonal measurement (i.e. double).
