The blades do clamp between the block and caps but there should be pegged, sprung blade seats, that match the thickness of the blades, do you have anything like this?...bosshogg :)

I know I am missing the bolts that thread into the block, What else is missing? Is there supposed to be some kind of wedge that goes in the groves at the bottom.

No, they are for adjusting the blades, Wadkin supplied a drift that fitted into these slots and the blades tapped into position i.e mesured from the outfeed table with a vernier scale tool...bosshogg
