Firstly, if you haven't already done it, sign up with TPS here ...

That should stop any unwanted calls from legitimate advertisers after a few weeks.
It's free and when I signed up years ago I got Caller Display FOC.
Unfortunately there is little that any telephone company can do about calls that come in to their systems from outside the UK or if the call originator doesn't play by the rules.
However, if you have Caller Display, you will see an indication of where the call is coming from.
There is a customer to customer forum for BT phone users here ...
