Just thought I'd update this.
In the end I went for the cheapest pump I could find and surprisingly it works very well. The cost difference between that and a recognised decent brand was too great to not try.
I filled as much of mario as I could with expanding foam to hopefully make him a little more robust, then started to get the pipe work up through his body
To create the lip on the drain pipe I cut up an old gas bottle
The original idea was to use a spare car battery I already had and have a wire trailing to the pipe. Instead of being a scrooge I bought another 12v battery that was small enough to fit inside the pipe. I think it'll be alot easier to move around now there isn't a wire to trip over.
I bought a cheap 12v pir sensor off ebay to start the pump but also allowed it to be flicked to manual. The switch for this screwed to the inside top of the pipe.

The wooden block has got a hole drilled in it to locate the bottom of the flower stem.
When the weather's nice I'll take a pic of it outside, it's been ruddy awful last few days. Thanks for your help with the pump decision guys
