Not sure about Velvet, buy you can buy rolls of self-adhesive Baize in various colours at most good Craft stores quite cheaply. There are also Flocking kits that blow a thick coating of Baize onto coloured adhesive. An alternative is to buy some top quality Baize or Velvet from one of the suppliers like Abimelech Hainsworth and use a light coating of PVA which gives excellent results.
