I'd offer up the quill alone into the head casting without the pinion and check that is free.
If it binds, coat the quill with spirit based felt tip marker pen. and fit it back in to see where it is tight.
If it is only tight with pinion in then if it only stiff in one place over the full travel, suspect the rack, if it tight in more than one place look at the pinion teeth for the culprit.
 
...and then some blue machinery enamel.

Went back to play with it and to my surprise without doing anything it is moving freely as it should. The only difference is that at present it is colder than over the weekend.
 
Bearings, two large and two small. the two smaller go on to the quill shaft from the top end and are held in place by circlips.

Using the vice and socket to press on the two larger bearings, onto the top sleeve (no idea what its proper name is, but this bit sits inside the head and the quill within it)

That sleeve gets pushed into the head with the quill inside it.

Plastic sleeve knocked into the side to take pinion.

Pinion slid in and spring casing bolted on.

and then fit the spring with a nice slab of grease.

Popped the head onto the shaft.......

and it was at this point Tony realises it's probably more sensible to have the spring lift the quill rather than push it down!

Found it easiest to fit the outside curled lip into the holder. Then grab the central flat part of the spring with some pliers and wind the coil until it tightens enough to fit into the casing.

Then slacken the grub screw that locks the casing, whilst holding the outside with pliers, rotate the whole lot to tighten and lock screw when happy.

Mount the motor, pulleys and a bit of wiring.

Bit of red enamel on the badge, let it dry, polish up the lettering with some fine wet and dry.

Great result Tony. Wasn't in any doubt of course. Thanks for sharing some of the more technical aspects too. Really valuable. Can I ask where you got the spring from? Is it a meddings replacement or other source?

Thanks. I however am never sure of the outcome!
Spring came with the drill. And that reminds me I need to repair the return spring o;the other meddings.
