The Festool "ToolBag SYS3 T-BAG M" here seems to be pretty much exactly what I am looking for in terms of convenient and portable tool storage, but it's nearly £200. Are there any other options that maybe don't cost so much that offer something that's a bit configurable for what I want to keep in there? This is to replace the Stanley one I currently use where too many things are just in a central jumble.

Configure the one you have. Cut a piece of plywood and screw through the ends to create a central divider. That halves the problem immediately.

Borrow the Festool pictures and make your own pocketed inserts that look the same but to dimensions that suit the Stanley bag. The blurb says it is 600 dernier, so the wife's stockings are out, but this might do:

In searching for that, I also saw horse blankets. A used, damaged one could be a starting point:

Have a look on Thingiverse as maybe the 3D printing crowd will have come up with something.

Have a nosey at Benser photographic bags. They're Leica (Cespool/Fesfool) prices, but their versatility night give you ideas for inserts.
I've seen a couple of home-made ones and they are the canine's reproductive organs, in spades.

I've tried quite a few options of tool boxes in my time, my current site hand tool box is a £40.00 DeWalt open carrier: Tool tote I have modified it to carry most of my needs, been using for quite a few years now and not needed to change anything, I also have several others that I use for other items such as cordless drills and all the bits that go with them:

They can stack together and I put them on a sack barrow, if I need to go any distance with them.

I had a Veto Pro Pac for years, great for organisation but was full of stuff I hardly used and weighed a ton.

I was very tempted by the Festool bag but haven't seen one in the flesh yet and they do get mixed reviews, you will find them for about £130 if you shop around.

Currently using a similar set up to @HOJ but with a Makita tote that fits on Systainers. It works well but I'm looking at changing it, it's quite heavy considering how few tools I have in it and also I would prefer something soft sided when working in customers houses.

I like the look of the Velocity Rogue 1 bag, it's only small but I reckon I could fit everything out of my current tote in it, I'm constantly trying to carry less stuff with me.

Thank you for the suggestions, it is looking like I am best off making some inserts.

As if I didn't already find excuses to spend 75% of my woodworking time making storage for my stuff!
