Laburnum and ash baby rattle. the rattle is 6" long and 2" diameter and the base is Oak and measures 8" by 4 1/16"

Spot on I did wonder if someone may comment on the wood even though the rattle does rattle but a bit awkward to hold and rattle

As you have found out a keepsake not only would the wood be a different choice if it was a usable rattle but the design would conform to the safe design which I have somewhere as a pdf(As long as it has not changed since) and the finish would also need to be looked at. But the finish on this is quite safe for a child as it is
