Identification needed please

Hi all,
Can anyone tell me what this might be please? I am not even sure if it is a tool. It is all metal construction. The knurled handle moves one of the pointed studs towards / away from the direction of the handle, and the knurled wheel mover the other 2 point apart /closer. My hand gives an idea of size.

At first glimpse I thought it was going to be a gadget for radiusing fretwire, but no.
As others have said, for watches.

The little pins on the three pillars are interchangeable so it would probably have come with three or four different sets, with different shaped ends. In case you come across them and wonder what they are.
