Heart shape frame - advise please

I want to make a few of these for people for presents...

I assume the heart has been cut using a bandsaw ? or maybe a handsaw (fretsaw)? how would you go about cutting this shape out of this frame?

How many are you looking at making?

A jigsaw might be easiest if only making a couple, otherwide a jig and a router could be used if making more.
 
looking at about 10 of them. I reckon I could using a hole saw in my pillar drill to cut the top of the hearts out then use a fretsaw/hacksaw to cut the bottom. hmmm, that might be do-able

Make a jig and use a router, it will save you about 3/4 of the time not to mention the hassle.
 
I'd also favour the suggestion of making a template/jig for your router though, you may still want to hog out the bulk of the waste with a jigsaw, in order to prevent burn marks.
