I am setting up a number of model railway tables. I've made them out of ply. The next stage is to stick foam board to the surface and I am wondering the best glue to use.

It needs to be spreadable, the largest table is 1200x600, preferably allowing a bit of wiggle time and it cannot be too wet as the foam board is paper backed. So, I don't won't to end up with the paper backing attached but the foam inner breaking away.

PVA comes to mind, but is this too wet? Carpet spray adhesive, not a lot of wiggle time.

Any suggestions please?

Not quite the same job, but I needed to glue memory foam to plywood. Following a suggestion from the forum, I used Copydex (the stuff that smells of fish).

It worked perfectly, is relatively cheap, and even W H Smith sells it. Not sure if it would be too wet for your application - I have never used paper-backed foam, so don;t know how tough/easily the paper comes off...
