The pal who suggested going to see it also recommended going to see "W R: Mysteries of the Organism" about the same time.

Thankfully, I haven't seen said "pal" in the last 30 years...:D
 
Reminds me many years ago ,I was combining ia field beside the road. Came across a pile of rubbish obviously thrown over the ditch.
I phoned the council, who said it wasn't their concern as it was on private property.
I told the young lady ,that this conversation hadn't taken place.
Rang back , half-hour later to report large pile of rubbish on the road beside my field... "Oh we'll send someone out to collect it!!!!
Even better, I rooted through the bags and found an Ryanair ticket stub to Poland. With name on it. Looked in Facebook and discovered 4 similar names---- with one living only 12 miles away! The rest in Poland.
Rang the Environmental Officer with the information. She was delighted, and final comment was " I'm glad I don't have you for an enemy"

Never found out what happened.

I’m saddened to hear this but not surprised, it’s strange though because I’ve watched programmes on fly tipping and councils actively search fly tipped waste in search of letters or invoices or anything to identify the culprits so a phone i m o would be gold dust . If it’s locked however I believe you have to give them permission depending on the crime committed. Given the cost for removing the waste falls on the local council you would expect them to investigate but who knows . Where I live they don’t bother with lay by,s and dark lanes they dump it anywhere- street, verge , shrub beds etc .

You'll not be surprised by the follow-up either...
Had a call from the local nick this morning, 2 weeks after the event. They've still got the phone.
They've suggested I email the council's environmental health department about the incident...I suspect it'll be total news to them.
Can't you do that? "No. It's not really a police matter, but we are checking local ANPR for the vehicles".

So...they're checking ANPR for 2 vehicles that I couldn't identify, nor provide full or partial reg numbers, but ignoring a mobile phone that presumably houses all the villain's contacts and who-knows-what else...

I'm sorry....is it me who's going mad, or.....?

That sounds about right , in the past I’ve reported fly tipped waste ( fridge freezers mattresses, settees etc etc but months later they are still there . Now I’m no detective but if a settee and a mattress are placed neatly outside no . 40 then it’s highly likely they put it there as they have had a nice new one . But the council do nothing. Maybe they are all roaming the towns waiting to pounce on some unsuspecting parent whose child has just dropped a wrapper or a smoker dropping a cigarette butt . I feel for you caring for your open spaces etc but I feel your efforts will also end in vain . If you have the time a letter to your local mp might promote a response but again I wouldn’t expect much ..
