Hi, I want to extract a small clip from a DVD and use it in Win Movie Maker for a complilation DVD. The DVD is just old camcorder footage

Any ideas? Or applications (free)/?

There used to be a capture screen program that worked on video when I had windows 98. But became obsolete with later windows.
Lotus was the software, came with Time computers. Anything around for XP?
 
I would use Adobe Premiere Elements. Not free granted but quite easy to do this type of job.

If you don't find a DIY solution, PM me and I could do it for you.
