It reminds me of a 4' long torque wrench we used on the superstructure steel of a power station about 50 km down the coast from Dubai. We had to check 10% of the bolts and there were thousands of them, the highest around 30m off the ground. The contractors were Japanese so safety wasn't a huge priority - no safety nets and very little scaffolding etc. It took four of us to carry out the testing - 2 guys to work the wrench, I called out the reading on the dial and another engineer wrote it down. We were young and carefree in those days - certainly wouldn't do it now.
