In essence, look at the teeth. If they are filed straight across, it is rip. If they are filed at an angle (called fleam), it is crosscut. The angle the teeth are 'tipped' (towards the front of the saw, called rake) is normally different as well, but I think the fleam is easier to spot if you are unfamiliar. You'll need to look very closely.

Apparently Poplar is now known as Tulipwood, and is about £50 for a 10' x 6" x 2" planed piece - about half that sawn. Only SL Hardwoods have any in my area, everywhere else it is to order only. And I was hoping for some offcuts to play with!

So it depends on whether or not I win that scrub plane on ebay...
 
Not what I'd call cheap then.

Can you find a double glazing company locally?
They will usually let you go through their skips.

Have found good quantities oak, birch & "various redwoods" via that source.
