Bowl gouge or spindle gouge - size is not significant!
As Andrew said the difference is in the cross-section shape of the tool and the (resultant) shape of the cutting edge.
Having said that in capable hands they can be almost interchangeable - like a pro golfer can use any iron to hit a ball 100 yards....but in competition he will use the best suited club.....
