Any ideas who made this drill?

I picked this up over the weekend as part of a much larger haul (more in another thread soon) and spent about an hour trying to figure out how it works (it's not as straightforward as you'd think).

I'm sure some of you are familiar with this type of manual drill so tell me, what's it designed for and why the strange flywheel/quill uppy-downy action? Any idea who made it?
