I would cobble together something to steam them with and then bend them over a former. A metal coulinder over a pan of water might do it. Steam for 5 or so minutes and see if it will bend.

The alternative is to heat up a piece of pipe and bend the piece over it, moving forwards and backwards. You may need to press the dowel onto it. You need it hot enough but not too hot that it scorches it.

Buy plenty so you can practice.
 
If you have a fish kettle, you could steam them. Otherwise I'd be tempted to try putting them through a hot wash in the dishwasher, stop it before the cycle has ended, and put them into some sort of clamp while still pliable. Bear in mind that I've not done this myself, but I reckon it's worth the experiment.
 
Two ways to do this, 1, rip them down the middle, glue them bent aroun a former, over bend as there will be significant spring back, 2, steam bend them around a former. How long are they to be?

You must have a very thin saw blade if you'd rip 3mm diameter dowels in half and expect to have anything left to bend. :lol:
