You should watch some of his other stuff. He is perhaps borderline barking mad but quite clever at making gadgets that chuck projectiles. Usually something to raise a smile too.
Yes the law here has them classed like a firearm. Even a slingshot(catapult) forbidden. You can walk in a dive shop however and get a spear gun that would kill a decent size shark. The logic escapes me.
