Have you considered a jig saw some times difficult to stop them cutting at a angle but its a power saw then of course there are hand circular saws both saws will need the std. blades replacing for a good quality cut.
Tension is automatic and quite strong(bed needs wax) with a spring. check condition of chain i had one break due to a cog moving along a shaft so check firmness and alignment of drive train.

Check the speed setting of the drill the first or second speed will be fine for wood work and cause minimal vibration. Also check belt alignment and firmness of drive train mounting over tight belts etc.
Both power and hand tools will cut oak, but new sleepers will be wet oak called green oak so will shrink & crack etc as they dry not good for furniture. A good wood yard can supply kiln dried to the nominal sizes you require.
