Volvo drivers are similar to Saab drivers...they drive with headlamps on for the same reason that all UK cars made after 2011 will drive with Daytime Running Lamps on all the time.

Ever been driving in the winter when the sun is low and bright? The cars with lights on are easier to see than those without.
 
The bikers kicked up a hell of a stink here a few years back when there was a trial period of cars driving with dipped lights during the day. It was due to become law, but the bikers said that it would make them less distinct and would cause more of them to have accidents. So we had weeks where all of a sudden there were hundreds of bikes blocking loads of main roads.

The plan was forgotten. Bless their little cotton socks..
