Good find - At that price it has got to be worth a punt...... though it might need a cloth wrapped round to protect my puddies. A half-round ******* was on my list anyway.

It arrived today - useful little rasp. For major work I would prefer a longer stroke, but this seems to work well on a piece of scrap. Think two grades of half round in one tool. I may get a spare from the cheap outlets mentioned above.

For some reason - possibly because I am self taught - I have always ignored abrasive technologies like rasps. I bunched them together with the surform as 'brutal and inaccurate', whereas they can be a useful part in the process.

Thanks to all who have helped me in this realisation.
 
That little rasp turned out to be more useful than I expected.

I am starting the carving now - and learning to sharpen my flexi-cut tools.

Anyway here is the head lined-out a bit. I found that I had to make the lines between the scales deeper and wider than realistic in order to make them distinct from a distance:
