As best as I can tell (as for some reason the forums software won’t let me open thumbnails on my iPad

Pivot mount.
The mount itself. you would add whatever you wanted to put on it, so there its an alloy tube with a hole drilled through and something like a clevis pin secured with a split pin or similar

At it's simplest, two L brackets, drilled to suit your need.
