Yep thanks for all the suggestions guys, I think I will hold them in a Jacob chuck on the lathe at low speed and have a go with a grinder

I don't know what room you've got to play with, or whether the slots could be enlarged, but how about using something like this on one end.

Finally finished off these chairs. In the end I just used stainless bolts I didn't bother with the filing etc. They will not have heavy use and when being folded/ unfolded there is obviously no load on them and the slot is fairly loose.
