Don’t feel any roughness spinning freely
There are three dots at each end on one side of the plastic frame
Is there any significance the way that they face going back on

Can go on either way around, both bearings are 5x16x5 very carefully add 1 tiny drop of a light oil to the side of each bearing, be careful to avoid prolonged contact of the oil on the plastic and wipe any excess after 5 minutes

Also whilst the con rod is removed check side float of the lower arm bush by wiggling left to right. I noticed from your other thread that blade is near touching the table aperture. I would loosen the rear c upright bracket from underneath and move it sideways slightly so your blade is centred where it passes through the aperture., Don't touch the front upright leg unless further movement is req.
The 4 motor bolts will need loosened and the motor moved across to suit otherwise the plastic link will be stressed at an angle.
The 2 c bracket bolts will be tight, rearmost is an oversized hole for adjusting whilst the other is a tighter fit as a guide locator.

Doing all these adjustments might resolve the vibration. If not then the arm pins could be bent but we won't worry about that yet
