Unusual old tool

Hi, this was found in a load of old tools that once belonged to my grandad, and we still cant work out what it is, does anyone know what it might be? He had all sorts of tools for woodwork, metalwork and shoe repair. I think the handle is home made and has quite a few tool marks from when it was cut to shape. For an idea of the age of tools he had, weve found a record marple no5 plane, an eclipse no77 saw setting tool, some eclipse hacksaws and a british made copy of a Stanley 110 block plane.
