I picked up this tool today,

Looks like a "wheel plane?!?!" For taking small sure precise cuts off of end grain for things like picture frames. It is in a condition that is fixable, no deep pitting.

The only markings I can find is U B 81.

Does anyone know, what this made for, and by who? Is it gold or garbage?

From what I know about them which isn’t that much it was used in the printing industry for cutting angles on lead.
 
Three in quick succession, at least two different models - must be common, I think we all need one.
