If you are going to sell them then you will need to contact your local trading standards and you will have to show them what you are using. I used to make toys to sell and basically gave up as it was a pain in the sitapon. You have to CE certify each and every one too. I had to keep records of everything I made. This was about 10 years back, so things could have changed, but with 'elf & safety as stupid as ever I don't know what it's like now?
Example. The babies rattles I make are covered in sunflower oil. I phoned TS in Gloucester to make sure it was going to be OK. The first question was "will it burn?". Of course the dammed thing will burn, it's wood covered with oil, but I had to hold a gas match under one for 5 or so seconds and if it caught fire it would not be suitable. I did and it didn't, so I was OK to carry on.
If you go ahead without making everything bullet proof and something happens then it could be MAJOR trouble.
On a lighter note I remember seeing a pin on badge that said "I am 2" and on the back it said "unsuitable for children under 36 months". #-o #-o
