Your issues will be caused by something simple and if it's your IP, router or wireless connection that's the issue then a new PC won't solve it.

Two laptops an old w7 and a new w10 do not have issues. I am just addicted to my 40" screen.

Hook the laptop up to the screen if the only reason you have a desktop is for that. Or find a (decent) local computer place.

The laptops do not have hdmi so it would be vga?
and the laptops are not man enough for Corel painter, its needs lot of memory I think.

Vga will be fine if your screen is only 1080p resolution, what screen is it? I have no idea about their specs so can't comment on painter unfortunately.
