Sleeved nuts/bolts

Hello,

I'm building a small folding table for the garden. My large folding garden table (bought from Homebase) uses sleeved nuts and bolts to allow the legs to swing in and out of position.

Anyone have any idea what these nut-and-blts sets are called? The nut is a threaded tube that the bolt screws in to, and both have very large heads.
